Turner 

This letter is written to provide a recommendation for BJL Construction Company, Inc (BJL).  I had the pleasure of working with BJL as Turner's associate partner on the $57 million Cumberland County Coliseum in Fayetteville, NC.  While assigned to this project, I worked closely with Mr. Wilson A. Lacy, BJL's President and Chief Executive Officer. 

Mr. Lacy made many contributions to the Cumberland County Coliseum Project.  He was instrumental in administering Contractor's College Program.  The Contractor's College consisted of a three-hour session held once per week for two months.  The purpose if of the program was to provide networking opportunities to local minority contractors and to provide college level training in construction management areas such as estimating, scheduling, bonding, contracts, accounting and safety.  Mr. Lacy's leadership was very valuable as he generated interest in the community and provided excellent management skills.

During the construction phase of the project, Mr. Lacy used his talents in human relations and networking skills to communicate with the contractors on the project and with the community to facilitate a smooth operation.  He conducted himself in a professional manner at all times and was a dedicated and conscientious team member.  He clearly contributed to the success of the project.
