As we near the completion of the Cumberland County Detention Center, I want you to know what a pleasure it has been to work with you and members of your staff throughout the design, bidding and construction phases of the project.  Your efforts in assisting W/MBE subcontractors make contacts with prime bidders proved vital in promoting W/MBE participation for the project.  In addition, your efforts in organizing the Contractor's College program at Fayetteville State University resulted in a high level of participation.  The program was clearly a great benefit to the many local small disadvantaged businesses seeking to better understand the design, procurement and construction processes for public sector work in North Carolina.  The participation of your staff, Terry Shelton and Blane Hunt, as part of our on-site team during construction greatly enhanced our quality assurance program and helped make this a successful project.
